Project for the improvement of water supply and sewerage systems in Cluj – Salaj area within the available allocation from the Cohesion Fund –
AXIS 1 POST ENVIRONMENT 2007 – 2013
The duration of the project is 12 months and has a total value of 85.88 million lei. The project is co-financed by the European Union Cohesion Fund 78.42%, the Romanian Government 9.64%, the local authorities in the project area 0.89%, and 11.05% is the contribution of SOMES SA Water Company, obtained through a bank loan.
The overall objective of the Project is to rehabilitate, upgrade and extend the water and sewerage infrastructure in order to meet the obligations of compliance with the Accession Treaty and the European Directives on drinking water quality and municipal wastewater treatment.
The activities proposed in this project are in direct complementarity with the tasks of Priority Axis 1 “Extension and modernisation of drinking water and wastewater systems” of the Sectoral Operational Programme for Environment 2007-2013.
The investments within the Project targeted the water supply and sewerage infrastructure in the municipalities of Cluj- Napoca and Dej as well as in Apahida (Apahida commune and Dezmir and Sânnicoara localities).
Project components
The activities proposed to achieve the objectives of the Project have been grouped into 3 service contracts and 4 works contracts.
Service contracts:
- Technical Assistance for Works Supervision – providing, as “Engineer” according to FIDIC provisions, the supervision of works contracts for the improvement of water supply and sewerage infrastructure in Cluj County.
- Project Audit Services – verification by the auditor, through specific procedures, of the implementation of the Project and compliance with the requirements of the Financing Contract.
- Project publicity services – development of brochures on Project funding and objectives achieved in public water and wastewater infrastructure.
Works contracts:
- Rehabilitation of the supply pipelines (Grigorescu catchment-pumping station), Cluj Napoca municipality
- Extension and rehabilitation of water and sewerage networks in Dej municipality LOT 1
- Extension and rehabilitation of water and sewerage networks in Dej municipality LOT 2
- Establishment of a sewerage network in Dezmir village and partially in Sânnicoara and Apahida villages, Cluj county
CL 16 – Rehabilitation of the adduction pipelines (Grigorescu catchment-pumping station) Cluj Napoca municipality
The contract was for the internal rehabilitation works of reinforced concrete drinking water transport pipes (Vianini) Dn 700 mm, on a length of 2.909 m and Premo Dn 800 mm,. on a length of 2,981 m from the catchment (Florești source) to – Grigorescu pumping station in Cluj – Napoca municipality.
The rehabilitation of transport pipes Dn 700 mm and Dn 800 mm, was executed by the twisting technology, making an internal lining of the pipes with special cement.
CL 17.1 – Extension and rehabilitation of water and sewerage networks in Dej municipality LOT 1
The contract was for the extension of the water and sewerage networks on Somcutului Street in Dej municipality.
The extension of the drinking water network and connections with Pn10 bar PEID pipes for a total length of 14,062 m and the extension of the sewerage system and connections with 9,621 m with SN8 PVC pipes.
For the collection of domestic wastewater in the existing sewerage network, 4 monoblock pumping stations with solids separation have been installed .
CL 17.2 – Extension and rehabilitation of water and sewerage networks in Dej municipality LOT 2
The contract was for the extension of the water and sewage networks in Dej Municipality, as follows:
- Water supply networks on L. Rebreanu, Albinei, Dealul Viilor, Dealul Perlelor streets;
- Sewerage networks in the streets: Valea Jichișului, L. Rebreanu, B. N. Antal, Căprioarei, Pajiștei, Pomilor, Smardan, Porumbeilor, Salbelor, Veveritei, Turturelelor, Fazanilor, Randunicii, Mierlei, Graurilor, Vânătorilor, Ciocârliei, N.Titulescu, Valea Codorului, N. Stănescu, Pinticului.
The extension of the drinking water network and connections with PEID Pn10 bar pipes for a total length of 2,496 m and the extension of the sewage system and connections by 18,874 m was carried out.
For the collection of domestic wastewater in the existing sewerage network, 10 pumping stations of the monobloc type with solids separation have been installed .
CL 18 – Establishment of a sewerage network in the village of Dezmir and partially in the villages of Sânnicoara and Apahida, Cluj county
The contract was for the extension of the sewerage systems in the Apahida commune, Sânnicoara, Dezmir and Apahida.
Extension of the sewerage system in Sânnicoara and Apahida as well as the establishment of a new sewerage network in the village of Dezmir totalling 38,715 m of PVC SN8 pipes and fittings.
Fourteen pumping stations, of the monoblock type with solids separation, have been installed to take domestic wastewater into the existing sewage network .
Project results
The project co-financed mainly from European Union Cohesion Fund, through the Sectoral Operational Programme for the Environment, aimed at building a modern water supply and sanitation infrastructure, providing quality services for all citizens at affordable prices, thus improving the quality of life.
The implementation of the Project has resulted in the extension of the water supply and sanitation service coverage, the increase of the quality of water distributed to the population and the increase of the safety in the operation of the water supply and sanitation system in accordance with the European Union Directives and national regulations in the field.
